Happening now: Atwine Andrew Besigye, 35 years, of BIKA Associates on the witness stand to testify on subject land comprised in Busiiro- Block 534-540, plot 326, land at Buwaya which was sold to Uganda Free Zones Authority.

Atwiine testifies that he together with Andrew Muhwezi were approached by Nakigudde Lillian, Mpiima Enock, Kizito William, Mwesigwa Winston and given powers of attorney to administer their land including receiving payment over the land as they claimed it was under threat.

Commission: How did you know these people were bibanja holders?
Atwiine: They came to us and some said they had stayed over 20 years, 10 years
Commission: Did you use official powers to verify their claims
Atwiine: we asked LC1 Chairperson who confirmed they were bibanja owners.

Commission: How big were thier bibanja
Atwiine: some had 2 acres, 2.5, 5 acres... totaling to 20 acres.
Commission: How did you end up with the deal?
Atwiine: We decided with our clients that our lawyer writes to Wakiso MZO to ask if Dick Lutaya and Paul Bukenya were the owners

Atwiine: Mr. Mukaga Johnson wrote back to our lawyer, Kirya and co. advocates.
Commission: How did you arrive at the 1 billion figure?
Atwiine: we knew how much Free Zones was going to pay, so we knew we had to take a big percentage factoring in the fees involved like legal fees

Atwiine: Lillian Nakigudde took 75 million for 2 acres, Mwesigwa Winston 136.5 m, Kassim 1 acre, 39 acres, Kato to 197 m for 5 acres, we took 200 million, the rest was taken by the law firm.
Commission: were you able to get that much because you had put a caveat on the land?
