JUST IN: House resolution empowers SCHIFF to call public hearings and add as many rounds of uninterrupted questioning as he wants -- up 45 minutes per side -- in which only SCHIFF/NUNES or a staffer can ask questions.

There's not much else of significance in here. It directs the Judiciary Committee to issue its own procedures for offering Trump the ability to call or cross examine witnesses.

ALSO: The resolution spells out that Republicans can suggest subpoenas or witnesses but must submit justifications in writing and they can be vetoed by Dems.

That's consistent with previous impeachment procedures. docs.house.gov/billsthisweek/…
VERY LITTLE in this House resolution beyond what's already in House Rules. Here's what *already exists* in House rules, which allow staff questioning and rounds for the chair/ranking member that go longer than five minutes:
These same existing rules allow minority lawmakers to call witnesses subject to approval from the chairman (Schiff in this case), so that's not a new power.

Granting Republicans the power to "subpoena" witnesses (which Schiff and Dems can also veto) is not really a new power either since they could always ask Dems to issue a subpoena.

LOTS OF WRONG INFO out there about what this resolution authorizes versus what's already permitted or enshrined in House rules. Take with a grain of salt any suggestion that this is creating new powers for anyone, with only a couple of relatively minor exceptions.
NEWS: Rules Committee about to release a much more detailed set of procedures for impeachment inquiry to be appended to existing resolution. Should include more due process details for the president.
This set of supplemental procedures was contemplated in the text of the initial resolution here:
Here are the supplemental impeachment procedures for the Judiciary Committee: rules.house.gov/sites/democrat…

Highlights:

-Trump lawyers can cross-examin witnesses and make closing presentations

-Trump counsel can lodge objections during testimony.

All subject to Dems' discrection.
