Civilization are systems that reduce their internal entropy. We should be able to add some new capability (e.g. port scanners), & expend energy to build systems to maintain it (revenue, technical know-how, institutional wisdom).

Nigerian Civilization actually accelerates entropy
The idea that Government - usually the among the best organized institutions in a society - cannot keep port scanners operational for 5 years, is alarming.

We are all used to this incompetence, but it needs to be pointed out.
Bear in mind that these scanners worked just fine under the private contractors who installed them originally.

BOOT: Build. Operate. Own. Transfer.

Build... check.
Operate... check.
Own... check.
Transfer... COLLAPSE.

As an institution, the Nigerian Government cannot run anything more complicated than a ten-ten game.

I don't mean only politicians. Civil servants (bureaucrats, technocrats, and technicians) are instrumental in the failure.
In 05 Dad & I drove from PH to Yenagoa, along East-West Road, during one of its many failed "completions" (Hail Hydra).

We passed a strip where Julius Berger was working. Superior work.

Dad said: "put these same engineers in a fully Nigerian company, and watch them regress."
It's a combination of factors, caused by management:

Flexible standards
Poor cash flow management
Poor Monitoring & Evaluation

And a general No-Be-Me-Kill-Jesusry.

Naija has these managerial vices both in public & private sectors, but the difference is that private companies at least has a profit motive. There is a Madam somewhere who needs things to work, to get her cash back.

But nobody ever asked a civil servant for ROI on National Kek.
