In before the #Dissolution lock, the Lords Constitution Committee have published their interim report into the European Union (Withdrawal Agreement) Bill. Click the link to have a gander. parliament.uk/business/commi…
Firstly, it provides some useful context. Although we don't know for certain whether/when this Bill (or something similar to it) will be presented in the new Parliament it is useful to assess the WAB "as is". It will inform the basis for scrutinising any departure "with a deal".
It notes the WAB proposes (as required by the Withdrawal Agreement) to give legal persons the same recourse to the CJEU and for the same purposes as a Member State during transition. This, as with vast swathes of the WAB, would override rules in the Withdrawal Act on this point.
The Constitution Committee also hammers home that clause 5 of the WAB "ensure[s] the legal supremacy" of the Withdrawal Agreement over other domestic law.

What this means for Parliamentary sovereignty? The Committee is reserving its view on that until the new Parliament.
The Lords Committee also helpfully flags-up the key delegated powers, how widely they are drawn and to what extent they differ from those in the Withdrawal Act already. However, they seem to be leaving it to the Delegated Powers and Regulatory Reform Committee to lead on that.
Foreshadowing perhaps the kinds of technical issues Peers might raise on the WAB, the report notes the absence of sunset clauses on key "Henry VIII powers" and what is seen as a lack of clear rationale for this.

Sunset clauses were a big issue for Withdrawal Bill in 2018 too.
The Constitution Committee seems clear that the delegated powers warranting the greatest attention are those relating to the Northern Ireland Protocol, given how widely they are drawn and the extent to which they are constrained.
There is plenty more to make sense of and it's worth reading the report in full (I've not looked as closely at the implementation provisions for the Citizens' Rights segment, for example) but it also flags up some important issues re devolution and how Holyrood/Senedd will react.
