Well, that, and the threat of hiring cheaper, more compliant labor elsewhere. Even by the early 70s, semiconductor and electronics companies had incorporated Asian workers into their production networks.
For decades, Silicon Valley has been explicitly anti-union. When SV had hundreds of thousands of manufacturing jobs, this anti-unionism was world famous. Google is firmly within the tradition of the area, not outside it.

@margaretomara Oh and for another perspective on the (relatively unknown) unionization battles of the 70s/80s, it’s hard to beat Christophe Lécuyer’s lecture at the @ComputerHistory Museum.
