Next question: was Spencer free-lancing or was anyone else in Navy leadership (uniformed or civ) aware of his bonkers proposal? Because if so they all need to go as well
Tbh at this point the least bad thing may be to go to Gallagher and just ask him what he wants to agree to retire and just go away. Because each step in this saga continues to cause crazy amounts of damage to civ-mil relations and good order and discipline
And let's not forget that Esper learned of the offer *from the President*, so at this point who even knows if that's true
