#BBIOnDevolution key issues:

1. All health sector personnel to be transferred from County Governments to an independent Health Service Commission to enable sharing of the very limited health experts. #BBIPeoplesReport

2. Devolution monies to the counties will now be at least 35% from current 15%

3. The running mate of every candidate for the position of Governor should be of the opposite gender.

4. One man, one vote, one shilling. As in when dividing revenue between the counties, the national government will use a formula that focuses on ensuring services reach the actual settlements of people so that resources are not allocated on the basis of un-inhibited land mass.

5. If a county fails to appoint a deputy within 90 days of a vacancy, the Speaker of the County Assembly shall, with the approval of the County Assembly, do so. Nairobi will be the case study here, sindio?

6. New governors to complete the projects initiated by former governors by Treasury withholding funds for new projects unless old
projects are completed. A Governor who wants to abandon an old project must have credible reasons to do so.

7. All the 47 counties retained with a recommendation to form regional economic blocks like that of the lake region economic block.

EXECUTIVE SUMMARY OF BBI REPORT

• The president shall remain the head of state and government. Must garner 50+1 % of popular vote.

•Deputy President to remain the Principal assistant of the President

•Prime Minister who shall coordinate the government business in the assembly and in the cabinet. Must be an elected MP.

•The PM shall chair cabinet sub committees. He's appointed by the President and can be sacked either by the president or parliament

•Cabinet Secretary names to be dropped and subsequent adoption of Cabinet ministers.

•The ministers will be a composition of both MPs and technocrats. Not more than 22.

•Cabinet ministers to be appointed by the President in consultation with the PM.

•The loser in Presidential polls to be nominated to parliament to assume roles of Opposition Leaders.

•The opposition leader shall pick a shadow cabinet that will wield powers by putting executive on check.

•IEBC to be disbanded. A new Commission to be put in place before 2022.

•Political parties to play a role in vetting non partisan members of the Commission.

•Thr NG to devolve at 35% of the national budget to counties (not the last audited financial year)

•MCAs to be in charge of the bursaries in the wards.

•Affirmative action seats, nominations for marginalized groups to remain.

•All counties and constituencies to remain.

•Scrapping of Chief Administrative Secretary posts

•Technical recommendations on radical changes on graft fight, historical injustices etc. No referendum. Changes to be effected in parliament.
