Trump's entire presidency has been an attempt to dismantle the laws and regulations that prevent him and his buddies from doing whatever they want.
He wants to dismantle the apparatus that constrains him.
Before the closing of the frontier, people who didn't want to live by rules had a place to go.
Now we have regulatory agencies and regulations.
