Something doesn't seem right

There is no such thing as an "optimal" female labor force participation rate
Here's the labor force participation rate for Women from the World bank site (since 1990)

You see a decline from 51% to less than 48% in a span of 30 years

The world has gotten immeasurably richer in the same period
Does that mean we should discourage women from working?

No...

It just tells you how silly it is to turn such metrics into optimization targets
Here's a comparison of female labor force participation rates for US vs UK since 1990

While rates have declined in US in recent periods, we see a steady increase in UK

This is no indication on their economies. If anything the US economy has fared better than UK in recent years
