I would also like to see the text. Based on the NY Times summary, it does seem to go far beyond Obama-era guidelines which were pretty careful about constitutional protection of speech.
Here's the text of Trump's executive order on anti-Semitism & Title VI. I leave it to the legal experts to settle this, but I think the Times article gave the wrong impression about how significant this is. jewishinsider.com/2019/12/exclus…
The key thing here is that anti-Semitism was already covered by Title VI (thanks to earlier Obama executive order). This new executive order seems more superfluous than anything else.

1. Bloomberg's bizarre statement that Xi is "not a dictator" was not a gaffe but a manifestation of Bloomberg's authoritarian tendency, one evident in his tenure as NYC mayor: racial profiling, religious profiling, targeting of anti-war groups
2. Bloomberg doesn't get called out on his authoritarianism enough because he's a centrists authoritarian, and the main stream media shares enough of his worldview to be blind to it.
3. Because centrists dominate the discourse, there's a tendency to see authoritarianism with anti-system politics (of the left and right). But centrists can be just as authoritarian as anti-system people -- and usually more likely succeed in their authoritarianism.

1. I have a few thoughts on The Irishman, the editing of The Godfather II, the Italian communist party, the CIA, method acting, and vocal range.
2. There's been much discussion/criticism of about Anna Paquin lack of dialogue in The Irishman. But that near-silence has to be understood as part of the spectrum of vocality that is crucial to the movie's story.
3. A spectrum of vocality: You have the Hoffa (a loud, expressive public figure, hammed up by Pacino); the mobsters like Bufalino & Sheeran (who speak in hushed tones and elliptical, coded language); and the female family of the gangsters (who are silenced.
