@NormOrnstein 2/ Our Constitution provides that population & land mass has always been the way to allocate congressional representation, therefore, a states ability to attract U.S. citizens has always been rewarded. As we face financial constrictions we must consider the contrary reality -
@NormOrnstein 3/ A state which cannot attract U.S. citizens is failing in some way. Failure should not be rewarded. The American taxpayer wants value & success for their hard earned tax dollar, any record of continued failure must be recognized as such and addressed appropriately...

@NormOrnstein 6/ In order to have Senate representation a state must have either; At least one million year round residents or in excess of 20 year round residents per square mile. If a State feels it has special benefit to the U.S. as a whole it may petition for One Senator.
@NormOrnstein 7/ Any State with over 20 million people or in excess or 200 residents per square mile will automatically qualify for extra Senate representation, those States which can prove special benefit to the U.S. as a whole will be considered for extra Representation...

Those states which can be shown to be a consistent negative financial draw shall lose Congressional seats. Those states which can be shown to be of consistent financial benefit shall pick up extra congressional seats.

@NormOrnstein 9/ Based on my research this will effect the worst "taker" states who continue to vote for the worst Senators & Representatives & cost American taxpayers tens of billions of dollars & hold America back from enacting progressive legislation that would allow us to lead the world.
