How are NPR and NRC connected?
Step 2: Read Citizenship Rules, which detail how the citizens register will be made.
This is a little longer but easier language.
Note: The 1st time population register is mentioned ever is in these rules on how to make citizens register.
Population register will be prepared on govt order, with below demographic details on residents.
Then, see point (5): the local register of citizens will be made by verifying data from population register

On verification of population register, if anyone's citizenship is found "doubtful" (based on what, unclear), "an appropriate remark" will be put for "further enquiry". Such marked ppl will have to show documents to prove citizenship.
