1n Sigh!!! Yet another #Rafale thread, restating what I have Ad Nauseam. N Ram's piece in the Hindu is very well written, but absolutely NOTHING NEW and a regurgitation of old tropes. 1 the "non recurring costs" are a fixed block. They remain the same if thehindu.com/news/national/…
2n you buy 36, 126 or 226, R&D + integration costs being platform neutral. As for the report Ram cites to quote having "exclusive" access to them in 2018 thehindu.com/news/national/… I had reported about it far greater detail 2 years before in 2016 livemint.com/Opinion/YwaJdB…
3n curiously, the same NH piece everyone was citing 3 days back ttps://www.nationalheraldindia.com/investigation/french-order-for-rafale-suggests-modi-govt-paid-a-lot-more-for-a-lot-less only proves the point. The same way that the Qatari repeat order for Rafale was cheaper than

Information made available to The Hindu shows that Prime Minister Narendra Modi’s decision to buy 36 #Rafale instead of 126 shot the price of each jet up by 41% | @nramind thehindu.com/news/national/…
Here's how and why: In 2007, the price per 'bare bones' Rafale jet quoted by Dassault was €79.3 million, and by 2011, escalation of costs had taken it to €100.85 million
.
On April 10, 2015, PM Modi announced a decision to buy 36 Rafale fighter jets instead of 126. And in 2016, a 9% discount brought the price per aircraft down to €91.75 million.

THREAD - THE REAL RAFALE STORY - There is a need to revisit some details about India’s effort to buy Medium Multi-Role Combat Aircraft since beginning to know how CONGRESS Party compromised the nation and was a backburner to the arms dealers. Please read the subsequent tweets:
After the Kargil war, to strengthen the depleting squadrons of the Indian Air Force, the original proposal to buy MMRCA was first initiated during Atal Bihari Vajpayee’s NDA govt but they were moved out of power.
Year-2005: A policy change [OFFSET POLICY] was brought in by the UPA Govt. by which it was mandatory for foreign firms bagging defense contracts in India valued at Rs 300 crore and above to bring back 30% of the contract value into India for procuring goods or services.

As #NirmalaSitharaman continues to claim that the current deal is better than the Congress-negotiated 126-aircraft deal, a reminder of why that's not saying much, and what all this govt is not explaining about the 36-aircraft #RafaleDeal it signed /1
The govt own technical experts objected to various aspects of #Rafale and explained that it was no better than the 126 MMRCA deal; the technical experts did not think that the delivery and maintenance specs were any better than the earlier deal /2

caravanmagazine.in/government/raf…
The technical experts noted that the cost of the India-specific enhancements was too high-- the cost for the earlier deal was spread over 126 aircraft, here it was obviously significantly higher per aircraft. Defence minister and PM-led committee rubbished this concern. /3

On Rafale Deal....
Some lesser-known facts on Rafale deal which everyone must know:
1. During UPA rule, Sanjay Bhandari - a well known arms dealer and the biggest middleman involved in all defense procurement made in UPA rule - wanted 2strike a deal with Dassault for the Rafale.
2. When French company Dassault realised that Sanjay Bhandari was trying to use his influence via Robert Vadra to secure the deal, Dassault objected to it and threatened to back off.
3. It was then that UPA government put the deal on hold, as Dassault did not agree to tie up with Sanjay Bhandari, who is the closest associate of Robert Vadra. The whole aim was to make a huge commission for Vadra and Bhandari.

The @IAF_MCC will need to retire 11 MIG sqdns by 2030 or around 198 jets , another 200 jets retire ~2035. We need to replace 400jets to maintain current lvls by 2035. For 42 sqdns add 200 jets . @RahulGandhi pls can you tell us how you'll cover that with @HALHQBLR 1/n #Rafale
The NDA plan is to have @HALHQBLR build at least 250 #LCA variants in three lines ( two lines funded by #Modi ) with each line building 8jets/annum starting 2020.
Another 350 #aircraft will have to come from 1-2 other privately owned firms or be imported. 2/n
If we kill private #military #aircraft #manufacturing today we will have to import ~300 jets in the next 10-15 yrs which will cost #India anything between 45-60$bn . Each 1$bn invested creates at least 6000 jobs today , this import alone will cost us 360,000 jobs 3/n

The offset clause in #RafaleDeal is one of the best things to have happened for India's nascent Aviation industry. In the past all Aviation companies were in clutches of HAL and QA organisations. They neither had scalability or patience to burst laidback bureaucracy. @nsitharaman
Have seen many enterprising small entrepreneurs waiting for hrs to meet HAL engineers or Aviation DGQA officers which are 9-5 cushy welfare postings.HAL had more industrial canteens& cooperative societies than aircraft variants. HAL confined to few cities. Quality was casuality
India was nowhere in software scene despite CMC a GOI company was in computers in 70/80s. It needed an Infosys,Wipro,TCS, few others to stir software world. If CMC were encouraged at expense of pvt IT software domination would have been a dream. Now Indian IT is not golden goose

Sonia Gandhi went to Moscow in April 2018. The excuse was ‘Indira Gandhi exhibition’.
The exhibition was by ‘Federal State Archives’. A Russian government Federal institute. Here’s the interesting part... economictimes.indiatimes.com/news/politics-…
Indira Gandhi was PM of India, and the exhibition was by a Federal body of Russia. Despite this, Indian embassy in Moscow or Russian embassy in India kept silent about this. There had to be some protocol about government contact, right?
Indian news papers report Sonia Gandhi’s visit to Russia but they miss one detail. Look at the list of organizers of the event. economictimes.indiatimes.com/news/politics-…

I believe @RahulGandhi , being the blathering idiot that he is, has actually lost the advantage @INCIndia has in the #Rafale issue by speaking without thinking. #Thread
So far, #Rafale discussion has been about the cost to the nation. Although even that was all hot air and faff, as a confusion and misinformation tactic it was effective.
Although BJP could well explain the cost figure differences like that fact that the cost Congress keeps talking about was just a bargaining point and never agreed upon in a contract, it’s quite well known BJP has been ineffective in communicating this to the masses clearly.

My take on #Rafale:

1. Defence purchases involve secrecy agreements, but they don't necessarily cover price disclosures.

2. Armament sellers want to strike the best possible deals with multiple countries, so it helps them if prices are kept secret.
3. But India as a buyer of armaments has quite a bit of market power, and can contest conditions imposed by sellers. Buyers can also force sellers to conform to democratic transparency and disclosure requirements.
As @SushantSin shows, the current government had acceded to sharing price information in the past. But then changed its mind.

THREAD on the #Rafale Secrecy Clause signed in 2008. mea.gov.in/Uploads/Public… pages 2416-2425

1n "CLASSIFIED" is WHATEVER the providing party determines to be classified, REGARDLESS OF ITS NATURE. For Rafale engaged in fierce ongoing competitions, price is VERY SENSITIVE
2n EQUIVALENT PROTECTIONS: A whole section gives the Providing Party (FRANCE) to decide classification and obliges the Receiving Party (India) to enforce such classification and NOT DOWNGRADE the secrecy levels
3n REITERATION OF SECRECY: so important that a whole another article is added to REITERATE that secrecy is at the core of strategic trust. Note the language here "organisations" is clearly jargon for Nuclear organisations, meaning Nuke modifications absolutely cannot be divulged
