Let me share with you the story of a poor, abandoned traffic signal installed in Rawalpindi. No one from the administration is willing to own this pitiful fellow since four months [Thread]
On 17th Sept 2019, I was on my way from Islamabad to Rawalpindi via Murree Road and noticed this traffic signal in front of me at a place called 'Marir Chowk', dangling overhead. It could have dropped and injured someone. So I lodged a complaint.
My complaint was assigned to Chief Traffic Officer (which I assumed was logical) who, in turn, forwarded it to Chief Officer Municipal Committee Rawalpindi on the same day.
The very same day, Chief Officer Municipal Committee Rwp said my complaint was shared with MO Infrastructure to get the issue revolved. About two weeks later, it was forwarded to CEO Chaklala Cantt claiming the signal was out of municipality's jurisdiction.
After more than half a month of silence, CEO Chaklala Cantt informed me my complaint was 'already assigned' to the 'concerned branch'; from this, I assumed they were the relevant people.

A week or so later, CEO Chaklala Cantt informs me that the traffic signal I pinpointed comes under the management of Rwp Development Authority (RDA). Later, RDA replied that the signal comes in Chaklala Cantt's jurisdiction.
The same day as RDA's response, CEO Chaklala Cantt forwards the complaint to DC Rawalpindi claiming the poor signal I complained about was installed by the RDA. The DC promptly sent the complaint to RDA, again.
A fortnight later, RDA informs me that the signal's issue was in process with its Engineering Department.
A further week later, RDA sends my complaint back to Chief Officer Municipal Committee Rwp claiming that operations and maintenance of traffic signals does not come under their purview, it's either in the purview 'of Municipal Committee Rwp or Chaklala Cantt'.
Chief Officer of Municipal Committee Rwp informed on 5th December 2019 that my complaint was (once again) being shared with MO Infrastructure.
Two days later, Chief Officer Municipal Committee Rwp sent the case to CEO Chaklala Cantt claiming the signal falls in his jurisdiction.
After a prolonged gap, CEO Chaklala Cantt forwarded the complaint to CEO Rwp Cantt, putting the onus on him, acknowledged on the same day by the latter.
Three days later, CEO Rwp Cantt writes to Commissioner Rwp, apparently scolding him while informing him that Marir Chowk area (purportedly) does not come in his (Rwp Cantt Board's) jurisdiction. Copy of attached Rwp Cantt map blacked by self for security purposes.
Commissioner Rwp forwarded the complaint to DC Rwp the same day.
On New Year's Day (1st Jan 2020), DC Rwp forwarded the complaint to Chief Officer District Council Rwp. A week later, the latter further forwarded the complaint back to Chief Traffic Officer Rwp, the original recipient of my complaint.
And, once again, in a gap of 4 months, CTO Rwp once again sends the complaint back to Chief Officer District Council Rwp refusing to accept responsibility for the traffic light.
Experience/ Observations:

>You can literally do anything with this traffic signal and no one would bother because no one owns it, throwing responsibility at each other.

Experience/ Observation: A hazardous traffic light threatening public safety takes 4+ months (and ongoing) to resolve. Can't really blame politicians all the time when you see all this, can you?
Current Status: The traffic signal has been faced in the opposite direction as an adhoc measure. It still remains up there, crooked, wondering if anyone will own it. For one, I've learned that all departments involved give a hoot about public safety [End]
