Trumps' call was so perfect many senior officials in Trump's own govt reported it to govt lawyers and superiors, the CIA sent a criminal referral to DOJ, WH hid the transcript in a top secret server and refuse to provide any witnesses or documents to explain it.
The GAO and FEC both determined this conduct broke federal law, the DNI deemed the WB complaint credible and urgent, the CIA sent a criminal complaint, his own NSA called it a "drug deal" and pretty much everyone except Mulvaney pleaded with him to release the aid to Ukraine.
There has not been one shred of evidence to present a legitimate legal or ethical reason for extorting Ukraine to ANNOUNCE the investigation into Biden (not actually investigate) in return for military aid and WH visit.

Laura Cooper, top Pentagon expert on Ukraine, told Congress that, during the summer, Trump had two possible legal options for withholding aid.

Trump chose neither option, and instead chose to keep on illegally withholding funds.

After Trump put the aid on hold on July 18, Cooper met with other Pentagon officials to determine the legality of the hold.

She told National Security personnel that if Trump wanted to block the aid to Ukraine, he had two possible options: a rescission or a reprogramming action.
Under the Impoundment Control Act, the president can seek to rescind or cancel appropriated funds.

To do so, the key is that he must send a special message to Congress explaining the decision and the rationale.
