Thread on NPR enumeration.
When the enumerator comes, he will have 2 sets of questions. One pertaining to the census & another set of 21 questions for the NPR. In all likelihood the enumerator will mix up the questions.
The following common (both to the census & NPR)...
..questions need to be answered.
1. Name of Person ( Start with Head of Household)
2. Relationship to Head
3. Sex ( incl data on 3rd gender)
4. DoB & age.
5. Current marital status
6. Highest Educational level attained.
7. Birth Place.
The following questions for NPR should
not be answered.
8. Name; as to appear in NPR
9. Occupation/Activity
10. Father's name
11. Mother's name
12. Spouse's name
13. Nationality; as declared
14. Duration of stay at present address
15. Permanent residential address
16. Aadhar Number
17. Mobile number
18. Date & place of birth of parents
19. Place of last residence
20. Voter ID card number
21. PAN
22. DL number.
The reason why the NPR questions should not be answered is this. On the basis of answers, a govt appointed registrar for the concerned area will determine whether
the answers given reflect the genuineness of concerned citizens or not. Those whose answers are determined by the Registrar as not being genuine will be marked 'doubtful citizen'. Those who find themselves as 'doubtful citizens' will be issued a notice asking for documents
to be submitted to. Prove eligibility for citizenship.
This tantamounts to making the #PatwariBhagwan
Where even the lowest of govt officials can be an arbiter of your future as a citizen of India. This is what slavery looked like pre 1947. The absolute power of the lowest
official will also highlight the corruption that is already awash.
Once a person participates in answering the NPR questions, the unanswered questions will be interpreted by the Registrar to declare that person as a 'doubtful citizen'. The NPR rollout in Assam is a stark
example.
