In order to remover POTUS and prevent him from running in 2020 election, Congressman Schiff argues POTUS should be convicted, removed from office, and barred from future public office not just for what he has done but for what he WILL do.
The Constitutional standard is: "Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors." As in the movie Minority Report - but certainly not under the US Constitution - House managers want convict for offenses not committed.
In other words - his argument goes - the Senate rather than voters should determine who is nominated by the Republican Party and eligible to run in the 2020 general election.
