This may be the most shameless thing I’ve ever heard.
They aren’t trying to say he didn’t do it. They’re just trying to block documentary evidence and witnesses on the grounds that the president can break the law, any law, if he does it to win an election.

I don’t know who needs to hear this* but expressions of dismay and outrage are not necessarily expressions of shock or surprise and even if they were this sort of response—perhaps true—is unhelpful; your lack of surprise earns no points.
