Let’s say he served his full prison sentence.

Without really effective early interventions why would he not just do the same thing, just further down the line?

Early and effective interventions cost time, money and training. Staff. Expertise.
Even then all risk is not eliminated. Merely risks reduced.

What then?

But to pretend this has nothing to do with Tory missed opportunities, Tory attitudes, Tory policies and implementation is another shameful bit of blame shifting.

1/ The Commission has just published the proposed negotiation mandate for the future EU/UK relationship: ec.europa.eu/info/sites/inf…

First thoughts, as I read through it...
2/ Note that this is a *proposal* for a negotiation mandate. The mandate is decided on by the Council, ie Member States' ministers. Under the proposal they would have to act unanimously (I will explain why in a moment).
3/ The Commission will then negotiate, in accordance with the Treaties. But note *it will have a mandate from Member States when doing so*. Barnier will not be on a frolic of his own. (This point was often missed during the withdrawal agreement negotiations)

1/ Michel Barnier took the unusual step of recommending a legal basis for the future UK-EU partnership before talks have even begun at a meeting of ambassadors yesterday - he proposed Article 217, an Association Agreement. This matters for a few reasons. thesun.co.uk/news/10854190/…
2/ First of all, it gives us further insight into how the EU is going to approach the negotiations and what its priorities will be. An Association Agreement means the entire relationship will be encompassed by one governance structure and set of Level Playing Field conditions.
3/ This precludes the idea of a Swiss-style relationship, in which the UK and EU could've struck a quick FTA on goods during the transition period with its own distinct provisions in these areas, and then separately approached sectors like security, transport etc afterwards.

EU views on upcoming UK-EU relationships talks from my Brussels visit this week:
Core mantra: deal to be done is 'level-playing field for free trade agreement'. No tariffs/quotas is big offer & not given for nothing back. Governance is key.
UK now weaker partner.

Much concern on level-playing field as v brief commitment in political declaration to 'uphold the common high standards' at end of transition on state aid, competition, social/labour standards, environment, climate change & 'relevant tax matters'.
2.
Concerns too at UK's regulatory divergence goal. What does this mean in principle? Lack of understanding in some quarters of even the basic point that goods coming into EU mkt must meet its regulations.
Aim at dynamic alignment on state aids, prob also tax will be v tough

Two comments - in two separate threads - on @vonderleyen ‘s LSE speech today. The first on terminology: Zero tariffs, zero quotas, zero dumping is a nifty shorthand for what we all want (ztzq) along with level playing field: zero dumping /1
@vonderleyen The framing connects these issues (as indeed, experts have pointed out for a while). LPF will include environment, labour & social as well as taxes - if you want, environmental dumping, social dumping, tax dumping. /2
@vonderleyen Some of these are common (references to international standards in FTAs), some less so but not problematic, tax is likely to be the most difficult area /3.

Northern Ireland-only backstop given a token rebranding, but essentially the same as was totally rejected by UKG in March 2018, is now only plausible landing point for a deal, including one that might get okay from Ireland and European Parliament.

No 10 don’t need DUP any more..
... I’m not sure it is plausible to get that through the Commons though. would have to be on back of dozens of Labour votes if they believed it was the only alternative to No Deal. But you would get support from even some of the fired Conservative MPs.
... in practice would mean Great Britain having a Canada style deal, and unfettered freedom to sign trade deals. A form of Irish Sea border, when UK diverged from EU regulations/ signs those deals.

Not sure how you make that palatable across House - maybe a time limit - unlikely
