@DevandChg Against the notion that Modi was ever an arch-liberalizer or simply the buddy of big business, I show that in Gujarat key state-owned enterprises were revamped and even grew. This was a regime that favoured big incumbents, both private AND public
@DevandChg But it also came with high costs. Developmentalism and liberalization often conflicted. As in other examples of "new developmentalism" (Turkey, Indonesia, Brazil, China), state sponsorship of physical infrastructure development opened the door to rent-seeking and debt crises.
