Part of me wonders whether SMS isn’t a superior comms channel for government messaging simply because there is so much less surface area to screw up.
If the character budget isn’t enforced by the technology then the entire org chart will get shipped in every communication, particularly any communications which will be reviewed when doing budgeting or headcount for next year.
