As per @camrclark, Iran offered to Canada in January to reestablish diplomatic relations (interests sections, not embassies) but Canada said no, for now.

@camrclark What would an interests section imply? It is a level of representation below an embassy; there is no ambassador, and the section is hosted in the embassy of a third country. Most important, it allows the 2 sides to navigate around the constraints of the Justice for Victims...
