These can't both be correct. On the basis of those I've spoken with plus the evidence of Switzerland I think @StevePeers is correct.
Arguably the wider point being made is around whether the UK can cherry pick EU access. The EU has said we can't, but is in fact totally open to it in specific cases. The UK has said we won't and is equally open to it in different specific cases.
The joys of a trade negotiation in which neither side wants what they claim to want and both sides are being dishonest about it. An awful lot of potentially inaccurate statements about UK or EU red lines. Be wary.
