I’ve shared with DOE a temporary contingency plan that I believe could work in terms of a limited system shutdown while servicing the most vulnerable. I’m awaiting a response.
I believe DOE should consider adopting summer school model at this time. Those children that require services should receive them at a few select school sites in each borough. During summer school, school sites are combined into a few buildings in each borough to service students
These sites should also be able to provide sufficient meals (grab and go meals) to students who need them in addition to all medical services they require. Each site would also be staffed with adequate healthcare professionals.
And those families that have difficulty obtaining childcare will have the option to send their kids to these sites under this summer school model.
With only a few buildings open, school cleaners have time to conduct thorough cleaning and make the system more manageable.
DOE already contracts with bus companies so transportation to these sites should not be a problem for those who need it (as is case already with summer school). Those students that require services on the bus should still continue to receive them while going to and from school.
With this limited shutdown approach, DOE should work with every school in the system to devise plans on home instruction so every student is up to date with learning expectations.
No child should be penalized for lateness or attendance during this emergency. Same applies to staff, especially with compromised immune systems.
Lastly, New York State needs to postpone upcoming state assessments so students, educators, and families can prioritize their energy and time toward safety and learning rather than exams during this public health emergency.
Again this is only a proposed contingency plan in the event the system moves towards a shut down. I believe in trying to offer solutions in addition to highlighting the serious challenges many of our families face.
