Part of the dismissal motion (mostly face-saving excuses) cites:

"a post indictment change in proof available at trial"
The judge granted the dismissal with prejudice. Yet the government still wants to file a classified in camera addendum to the motion to dismiss.
Why? My guess is it's highly possible that individuals who touched this case have been indicted or plead. Even though the judge has dismissed they want to CYA.

Remember, this indictment was released in February of 2018. That is the same month that Clinesmith was removed.
What else has Durham flushed out that would tarnish any attempt to proceed to trial?

If Sullivan grants Flynn withdrawl I believe the same would apply.
