The next challenge for the Government is going to be some form of income protection for workers. But what else? We're already seeing lots of vital non-medical jobs that need doing but we don’t have people to do them – they are ill, self-isolating, frightened to leave home. /1
To give an example, our local supermarket has received a delivery but is struggling to get stuff on the shelves because of a lack of staff. (Incidentally, I volunteered to help stack shelves but there are various bureaucratic steps needed before taking on any helpers.)/2
Over time, it looks likely that there will be a group of people who will know that they are no longer at risk from the virus (assuming there's an accurate test). We need to be able to deploy these people as effectively as possible./3
A suggestion. People who are identified as non-susceptible register with the State, DBS status (if applicable), skills (driving licence etc). The register could be administered either at job centres or local authority level. As local as possible. /4
Anyone so registered receives a paid retainer. They are employed directly by the State. Any business or charity that needs help knows where to go. Stacking supermarket shelves, delivering meals on wheels, assisting in care homes, providing childcare support etc./5
The State agrees to accept liability in case anything goes wrong (so that people can be deployed quickly – my local supermarket doesn’t need to check out every individual etc just contract with the State agency). Commercial businesses pays the State for the cost of the labour./6
At a time (in a few weeks) when there will be people able to contribute but not in employment and there will be urgent needs to be met, something along these lines will be vital. (I am sure there are improvements to what I have suggested but it is a start. Any thoughts?)/END
