It doesn't matter that he can't open the schools and the furniture stores. It doesn't matter if Fauci goes rogue, or even if he changes his mind. People are gathering and getting infected NOW because they trust him, never mind nineteen days from now.
And again, once again, at this late date, the GOP could stop him. They could remove him from office, or sideline him, or repudiate him. They're not doing any of it.
