CJI: This order directs me to constitute an appropriate bench.

CJI dictating order: Justice Sikri and Bhushan J directed us to place matter before appropriate bench. Accordingly we are considering it.
Relies upon 1998 judgment cited above to say CJ is master of the roster.
"There cannot be an order directing a matter to be placed before a particular bench"
"if any such order has been passed by any bench, that will not hold the field..."

So that takes care of Monday's bench.

R S Suri: Oral application may be considered.
PS Narasimha : Let both matters be listed before any bench... Three judges... It doesn't matter. Let them be heard on merits.
CJI: Any order contrary to this order stands annulled.
Ms. Kamini Jaiswal: This order may be placed before the other bench.
In the last month there have been 6 matters which were before other bench taken by CJ
CJI: Yes! That is my prerogative. The MoP matter ought not to have been heard on the judicial side. (hence he took it up and ordered as he did)
CJI: the matter be placed before the CJI to be placed before appropriate bench. List after two weeks.
CJI: "All of us collectively believe in freedom of speech... as long as it is within limits.

But I am always of the view FoE must be respected. I will not restrain the press."
