To depose the president for being "unable to discharge the powers and duties of his office" requires the Vice President AND the majority of his cabinet or a body appointed by congress to sign off.
That Tony "Jesus christ someone get me a tanning bed, I'll provide the energy via my company" Schwartz is pushing to go through congress means that Trump's cabinet, the people he works closest including Generals Mattis, McMasters, Kelly and Admiral Mike Rogers, will not sign off.
Pence himself will not sign off either. And even if this law is passed, which it will never make it past the House and it will not make it past the Senate, Trump would have to sign it into law. He would veto it, and there is no way a veto proof majority would occur.
Want to know how I know it won't make it past Congress? Because impeachment would be EASIER, as it bypasses the Executive branch altogether, and articles of impeachment were utterly CRUSHED in the House.
The only other way to bypass the 'not gonna fucking happen' from the Executive branch would be a constitutional amendment to remove the Executive branch from the process requiring 2/3 of the House and Senate, no fucking way.

So, please, laugh. LAUGH at anyone thinking they can get rid of Trump by the 25th amendment, and make damn sure you remember this next time it is tried. This is the Democrats trying to cheat the system to remove a lawfully elected president.
This is their swan song, their death knell. Because with what's coming down the pipeline, it will be a decade at least before Democrats aren't seen as anything other than a laughing stock.
