NEW: McConnell announces a budget caps deal on the Senate floor.
McConnell on the new budget deal: "This bill is a product of extensive negotiations among congressional leaders and the White House."
McConnell says the base Dreamer bill he brings up in the Senate "will not have underlying immigration text" but will allow for amendments in a fair process.

"I obviously cannot guarantee any outcome," he says.
Schumer hails the budget deal as one that'll "lift funding for domestic programs by $131 billion" (sounds like he means over two years).
Senate budget deal extends CHIP for TEN years, not the SIX in the prior stopgap.

Budget deal repeals IPAB under Obamacare, per one GOP senator.

IPAB is a Medicare cost-control board with authority to cut provider pay if spending rises above a certain level. Republicans and health industry hate it; Dems have argued it's needed to keep Medicare sustainable.
Another victory for Republicans in hacking away at pieces of Obamacare — after zeroing out the individual mandate and delaying a bunch of its taxes.

The big victory for Democrats in the budget deal is $131 billion in extra non-defense spending.
