It’s been debated extensively but it bears repeating: the White House in 2016 didn’t need McConnell or Ryan’s permission to disclose the intel that Russia was trying to manipulate the election. It was their decision, and there are Dems (like @RepAdamSchiff) who argue they erred.
Comey himself is an awkward messenger for this point. His FBI in 2016 made the decision to disclose the investigation into Clinton/emails while concealing the probe into Trump/Russia. If he deemed it important for the public to know he could’ve spoken.
