The 2,232 page bill appears to have been brought in as a prop for Trump’s statement.
Trump comes to the mic with an entourage, doesn't mention of the spending bill, says some words about trade deals, and turns the mic over to Wilbur Ross.
"My highest duty is to keep America safe," says Trump, suggesting that the omnibus bolsters the military.
TRUMP: "Therefore as a matter of national security I've signed this omnibus bill. There are a lot of things I'm unhappy about in this bill."
Trump: "I say to Congress: I will never sign another bill like this again. Not gonna do it again. Nobody read it. It's only hours old."
"We have to get rid of the filibuster rule and go to 51 votes in the Senate," Trump says, resuscitating an idea that Mitch McConnell has repeatedly shot down.
It's quite extraordinary that the president just told the nation he signed a bill while calling it wasteful and ridiculous and saying nobody read it.
Trump: "I was thinking about doing the veto, but because of the incredible gains that we've been able to make for the military that overrode any of our thinking."
And with that, Trump may have just signed the last major piece of legislation for 2018.
