This loophole is no small gap. In 2016-17 alone, it let +9,000 prohibited buyers obtain firearms.

Gun buyers hadn't reacted to shootings like that since Trump took office. Background checks declined after shootings on 10/2017 in Vegas and 11/2017 in TX.
[More] Fears were mostly in check since Republicans controlled the WH and Congress at the time.

After the Parkland, Florida shooting there was quite a bit of talk about the need for gun control — much prompted by MSD students. Momentum built.
[More] When Democrats took the House in 2018 things changed. In 2019 reports show gun shops are seeing an uptick in sales — many are first time buyers.
