If you're worried about not having the end state in place by start of 2021 (as HMG is saying), then why create a transition MK2, rather than just extend MK1?

Legally, there are issues, as we've discussed before. Letting MK1 run and run wld infringe EU provisions on 3rd state relations

More critically, lengthening MK1 would look much more like 'vassal-ness' than being able to say there's a new game in town.
