In our view Mordaunt's declaration that ‘Trans women are women, that is the starting point’ doesn't seem to fit with
'3. Objectivity
Holders of public office must act and take decisions impartially, fairly and on merit, using the best evidence and without discrimination or bias'.
In her statement it appears the Equalities Minister has already made her mind up pre-consultation and without listening to evidence from women's groups.
By stating that that ‘Trans women are women, that is the starting point’ doesn't Mordaunt obligate herself and the outcomes to this group? Would that not place her in a precarious situation regarding principle 2 'Integrity'?

Holders of public office must avoid placing themselves under any obligation to people or organisations that might try inappropriately to influence them in their work'.
Would the Committe on Standards in Public Life, @PublicStandards , care to comment and add clarity? We think @PennyMordaunt has broken two of the seven principles in her 'starting point' declaration as Women & Equalities minister.
It has been raised by commenters that as there is no evidence that biology is in fact not real and clothes have magical powers then Penny Mordaunt may also be in breach of principle6. 'Honesty: Holders of public office should be truthful'.
@PennyMordaunt is proposing a consultation whose starting point may be in breach of 3 out of 7 Principles of Public Life, with no accepted definitions such as what is a 'woman' or what is 'Trans'.
This would suggest that the consultation is a sham and damaging to democracy @PublicStandards @WomenEqualities
How can you consult on something when no one knows the terms of the discussion? How can you propose to change laws without a clear definition? How is this legal?
Could the @WomenEqualities Committee add some clarity over these problems please? Does anyone know?
