Let's take a brief look at Julian Borger of The Guardian.

Except they didn't report that.
The New York Times article, "Putin Ordered 'Influence Campaign' Aimed at U.S. Election, Report Says" by David Sanger says British intelligence raised the alarm first according to two people familiar with the conclusions.

It doesn't mention Autumn 2015.

In the Equation Group dump is a module known as "m12000000", or TADAQUEOUS, which does not have a Listening Post (LP) attached to it.
