The "eyes only" envelope, as a reminder, led to President Obama directly ordering to put everybody on the case. Brennan briefed them in the Oval Office.
Brennan created a task force (outside of his April task force) between the CIA, the NSA and the FBI at the CIA Headquarters, which would then report to two groups.
