On the financial settlement, the Paper talks of the UK's financial commitments, and legal requirements but there seem to be a few nods to Raab's comments about no payments if no future agreement. Bill would only provide for payments agreed to in a withdrawal agreement 
Apparently, the Joint Committee will not require implementing legislation. Presumably, they believe prerogative power covers this. Will the JC be able to operate before structures are put in place by Parliament to scrutinise & understand its work? A reminder below of its role
Government aware that this Bill will require consent from devolved legislatures. It's signalling it will take same approach to this Bill as it did with the WB. The Supreme Court is currently hearing arguments over Scottish Parliament refusal to give consent to the WB 😀
Government wants in the WA recognition that people in Northern Ireland will continue to be able to have British or Irish Citizenship or both. This is currently in the preamble to the Northern Ireland Protocol of the WA, but not in main text. Don't see it being a problem though.
The Bill will try to ensure the Implementation Period will not be extended, meeting the government's promise it will "be strictly time-limited".
A nod to Parliamentary scrutiny of European legislation being required during Implementation Period, but no details on how they think this should work. Will it be the @CommonsEU continuing this work?
I will be very interested to what language the Parliamentary Counsel comes up with to make this happen, how can you provide a secure legal footing for membership of organisations you have through membership of an organisation you've already left? (If you catch my drift?)
