Judge Furman wrote the AGs "plausibly allege that Secretary Ross’s decision to reinstate the citizenship question on the 2020 census was motivated by discriminatory animus and that its application will result in a discriminatory effect."

ANALYSIS: The AGs win, but it's a mixed bag.

Furman dismissed one of the three counts: challenging Ross's ability to add the question under the Enumeration Clause of the Constitution.

Ross has that power, but not for discriminatory reasons that the AGs will have to prove.
That aside, a decisive win for the state AGs and a recent WaPo story suggests their case will become easier to prove. The paper reported that Ross pushed to add the citizenship question far earlier than he indicated in sworn testimony.

Small correction/clarification here:

There are two sets of plaintiffs - AG/gov't plaintiffs and NGOs. That particular allegation was made by the NGOs, who plausibly alleged discrimination.
"Today’s decision is a big win for New Yorkers and everyone across the country who cares about a fair and accurate Census," @NewYorkStateAG Barbara Underwood on today's ruling.
