Some unsuccessful defectors held in detention camps have been released as part of NK's amnesty & sentence commutation program. The program celebrates the 70th anniversary of the nation's founding (September 9) and reduces 3 years from existing sentences

About 200 have been released already from Kaechon concentration camp (not the same one Shin Dong-hyuk was held) and more are expected on the Nation Founding Day. Unlike prior years, the program includes attempted defectors caught inside the border and repatriated from China
This is the 3rd reprieve program since KJU came to power: Jan 2012 (for KIS-KJI birthdays) and Jul 2015 (KWP 70th). Those being released have undergone indoctrination training and told "to be thankful to KJU and work hard to pay their debt for the release"

But most being released (those whose remaining sentences ≤3 years) aren't attempted defectors. This was the only such program where they were included.

It's pretty obvious why: there're amnesty/pardon programs like this on "Big Holidays", i.e., when it's 5th or 10th anniversaries of Great Leader birthdays or KWP or Nation Founding Days. September 9th is the 70th anniversary of the nation's founding (Septem 9, 1948). That's why.

1. Obama held people in detention camps to deter asylum seekers and reduce illegal border crossings. Trump is tear gassing people for the same reason. There’s an easy solution to this: Massively increase the budget to expedite processing of refugees, asylum seekers and migrants.
2. It costs $5-$10 billion per decade to process and resettle asylum seekers and refugees in the US. Increase that to $25 billion per year (take it from the “defense” budget) and see how quickly the ideological differences over immigration reform disappear. Skeptical?
3. When the immigration/resettlement budget is increased, people’s motivations will change. They will go from opposing immigration to supporting it: Note how many Democrats in Congress vote year after year to increase military spending, which trickles down to their districts.

We will help prepare temporary guardianship agreements that will permit those children held in internment camps to be released to family members or other guardians in the U.S. selected by the parents until their asylum status has been adjudicated.
We need to do everything we can to get these babies and children out of concentration camps and into loving homes where they can be cared for, given emotional support, receive medical treatment and psychological care while they await being reunited with their parents.
