Some unsuccessful defectors held in detention camps have been released as part of NK's amnesty & sentence commutation program. The program celebrates the 70th anniversary of the nation's founding (September 9) and reduces 3 years from existing sentences

About 200 have been released already from Kaechon concentration camp (not the same one Shin Dong-hyuk was held) and more are expected on the Nation Founding Day. Unlike prior years, the program includes attempted defectors caught inside the border and repatriated from China
This is the 3rd reprieve program since KJU came to power: Jan 2012 (for KIS-KJI birthdays) and Jul 2015 (KWP 70th). Those being released have undergone indoctrination training and told "to be thankful to KJU and work hard to pay their debt for the release"

But most being released (those whose remaining sentences ≤3 years) aren't attempted defectors. This was the only such program where they were included.

It's pretty obvious why: there're amnesty/pardon programs like this on "Big Holidays", i.e., when it's 5th or 10th anniversaries of Great Leader birthdays or KWP or Nation Founding Days. September 9th is the 70th anniversary of the nation's founding (Septem 9, 1948). That's why.
