At @noaafish_wcro public hearing on Southern Resident Orca Recovery and J50.

Q: which is preferred, “Orca” or “killer whale”?
Investments in research (seems like spinning wheels) - reduced salmon harvest - $$$ in salmon recovery. Critical to achieve sustainable wild salmon populations for both salmon and whale recovery.
Challenges - water quality.

Shout out to @GovInslee task force.

Breaching Snake River dams - yet ANOTHER research project with Bonneville. USFWS does not have authority to breach dams.
Southern Resident Orcas described as “critically endangered population.”

When @NOAAFisheries learned of J50’s condition, they pulled together a variety of players to develop a plan.

Q: why was this an ad hoc plan? Seems like basic crisis anticipation failure.
We will be “better prepared” if (no, when) this happens again — apparently J50’s death was a catalyst for collaboration.

She has never been truly healthy, so what were impediments to thinking about worst-case scenarios before August 2018.
Researchers would have intervened only if J50 had been physically separated from her pod and her family.
One partner was Dept of Fisheries and Oceans Canada.

@NOAAFish_NWFSC presenting feedback on their actions as equivalent - some thought we did not do enough, others too much. Feels like false equivalence but I don’t know. Who has FOIed public comments?
An Aussie is the first speaker. Presented ecological history of the region. Fundamental shift in how you manage Puget Sound.
Orca Conservancy speaker. Learning experience but to rescue we need to do a variety of things including salmon recovery linked to dam removal.
A lot of folks here on a Sunday.
Local resident speaking. I felt like I couldn’t do anything. It’s clearly a crisis.
Another woman (did not introduce self). Another objection to SeaWorld being a partner.
Jeff Rash:
This is a Salish Sea problem- analyis of water samples.
Are there other Orcas in similar condition as J50? Let’s not wait.
Sally King:
J35 inspired her to become involved. She has created bracelets. ProjectJ35@gmail + FB page.
Karina McKowski (?sp)
These whales need food. We must address the fastest route to food recovery: breach Snake River dams.
Michelle McClellon (sp) i native Seattle now lives in PDX; I drove from PDX. For two days, I fantasized about hunger strike. Tired of human race putting ourselves above every non-human species on the planet.
Unknown guy.
Arguing for individual action not government action.
Sandy Wright
@NOAA has a credibility problem RE salmon availability - we’ve known for decade.

Erica Hanson attended Friday Harbor meeting. Bureaucracy. How was this a surprise? (My earlier Q)
Feed The Whales.

Both speakers criticized SeaWorld.
Jim Wright (?)
We do not need to do more research. The toxins matter, too, but if there was food it would not be as big an issue. Another criticism of SeaWorld.
Anna Gulikson (? Sp) with Wild Orca
The most studied whales in the world. What’s Really been done?

Humans do not need salmon to survive. Ban fishing.
Greg Dandellis (? Sp)
Restricting harvest is within your regulatory space. Weight is down. Restricting harvest has worked for other populations.
Hannah Gabrielson (?sp)
Underwater photographer. Ban fishing. (Pic)

Janelle (?) also from Oregon provided history of population and SeaWorld link. Data collection on Chinook began in 1984.

Management of fisheries- end fishing of Chinook salmon.
Veterinarian - missed name.
We need action now, if you don’t have nutrition you don’t have anything. Noise etc is secondary issue. Bokd action needed to get food now. Biodiversity is connected to our own sustainability as humans.
Her name attached

Guy - ESA since 2005. I’m a fisherman and we need to stop fishing now.
Ken Workman (?) Duwamish - GGGson of Chief Seattle.

These people you call Orca. Black fish. When tou are on this land, you remember people were here before you.
Olivia One-Feather
Standing Rock Sioux tribe
Q: are you willing to challenge issues at hand. Volume of cargo ships up 11%.
Elizabeth former fisheries manager
Pacific Fisheries Management Council sets salmon harvest annually. They take public comment, which sways recommendations. NMFS relies on PFMC.org
Jesses Swartz
Half-measures- more biologists than whales. Regulatory authority to restrict harvest.
Jessica Janes
From FL - marine scientist
Conservation needed. You can’t cull one species to save another. Research done in aquariums is vital.
Shanna Kelly (?)
Dam Sense - Chinook data on handout was six years old and 50% inflated. Plans to breach have been completed.

Chris Cirellia (?)
Need a way for people to act after this meeting.
Scott Rumzyv(?) closing remarks
Thanks for participation. Status quo not working. Heard the ban in harvest. Lack of trust disappoints me. I care, I hear you.
