DOJ says in anew court filing that the devices sent to prominent Trump critics by Cesar Sayoc were "improvised explosive devices" that contained "energetic materials with explosive qualities." 
DOJ says metadata the FBI recovered from Sayoc's electronic devices show he "started planning the attack as early as July 2018."
DOJ says its evidence against Sayoc "is already overwhelming." It includes his white van, where he was apparently living, and which "bears stickers that depict some of the defendant's intended victims labeled with red crosshairs."
Prosecutors say a laptop Sayoc kept in his van had a file with mailing labels that matched those on the 15 devices he sent to prominent Trump critics. Agents also found documents with "addresses for numerous additional targets."
The FBI also looked at Sayoc's search history. It included searches for Clapper, @EricHolder and @JohnBrennan's "wife and kids."

DOJ is now calling Cesar Sayoc's mailing of "improvised explosive devices" to prominent Trump critics "a domestic terrorist attack."
And DOJ says it is warning other people who were "identified by the defendant as a potential target."
