Interesting dynamic, when the defendant gets to choose between two government entities that are competing to be the one to adjudicate his case. With one party offering a typical plea and sentence, and the other offering a possibility of a full pardon.
Usually, a defendant has only two options. Either negotiate with the prosecutor for an acceptable plea deal, or roll the dice with a trial.

Here, there are two parties that defendants can negotiate with: Special Counsel's Office, or Trump.
The good news for the Mueller defendants is that this will likely result in discounted sentences for many of them. The SCO has no choice -- the laws of supply and demand require it.

Cohen really may get off with just a couple of years here.
There is no pardon option for Cohen now, but there is one still for future defendants.

SCO is bargaining with those future defendants right now, showing them, through Cohen's plea, what defecting from Trump might offer them.
