First, it is very late. Second, if this was truly the intention then purely for reasons of symbolism then the amount would be set at £39bn pro rota the same terms as the WA -> Theresa May pushes forward £2bn no-deal Brexit preparations - theguardian.com/politics/2018/…
... this all has the touch of theatre / statecraft to it. Xena, the lone warrior princess against the forces of "evil" etc.
I hope we are more prepared for WTO / No deal than some imply. That May had decided to "focus" on this is ... something. A small something and very late. But public discussion may not reflect actual planning. I hope we haven't wasted the last ten months -
