Yes, that's exactly what I think—although because of the effectiveness of his right wing propaganda loop, his floor may be more like 36%.
That also happens to be the lowest point he has hit since taking office, according to the 538 aggregate (the aggregate I most trust) . . .
All those revelations about his TrumpRussia connections, facts alleged in the plea agreements and indictments . . . he never went lower than 36% approval (in aggregate. Obviously individual polls went lower)

As I see it, about 6% are sway-able. . .
. . . this makes sense in light of American history, where opinion has always been closely divided. Lincoln only won because the pro-slavery vote was divided 3 ways. Obviously, only white men could vote, but still, Lincoln didn't have a majority with an anti-slavery platform.
