"Who is the leading expert at farming oysters? Can we hire them?" very unlikely to come up with the answer "75 New York public high schools' current classes."
("Should this be two projects?" is a good all-purpose question if you're ever reading about an initiative at work which has a sprawling scope. At the very least, the answer why it should be one project is often interesting.)
