Today's proposal on what happens to Erasmus in a no deal situation is now published: ec.europa.eu/info/sites/inf…
Some points.
First, it only applies if there's no deal. Under the withdrawal agreement Erasmus would fully apply to the UK during the transition period, to end 2020.
2nd: the EP and Council have to agree - within less than 2 months. Should be possible if there are no, or minor, amendments.
3rd: it applies to learning mobility (which includes staff) 'which have started' before Brexit day. So more limited than under withdrawal agreement.
4th: it doesn't cover tuition or immigration law aspects. Withdrawal agreement would keep status quo on those issues during transition period. Without it, it's up to national law to decide on tuition & acquired rights immigration status (ditto for students not covered by Erasmus)
5th: if no withdrawal agreement, students moving after Brexit day are covered by national law for all issues, except on EU side the immigration aspects of non-EU student admissions are partly harmonised; law discussed here: eulawanalysis.blogspot.com/2015/11/the-ne…
6th: for Erasmus post-2020, the rules on non-EU country participation aren't agreed yet. UK would have to negotiate details with EU; there's no 'right' for a non-EU country to participate. Political declaration on future relationship is positive though: eulawanalysis.blogspot.com/2018/12/to-bol…

It's also for no deal purposes only, since the withdrawal agreement would retain EU social security rules as such during its transition period.
The social security proposal protects some rights acquired before Brexit day for UK citizens who have been subject to EU27 social security law, and ditto EU27 citizens who have been subject to UK law. It assumes that the UK will adopt matching policy, but that's not a condition.
It would not apply to any social security contributions made after Brexit day. Nor does it retain rights to export benefits, or several other rights. Having previously called on Member States to act, the Commission now claims that this is an exclusive EU competence.

Of course, if there's no deal, there may be less interest in such a negotiation. Bilateral treaties with Member States are possible.
As for the immigration status of pensioners, whether they have already moved between EU/UK or not, that would be up to national law in the event of no deal. UK citizens in EU might be able to obtain long-term residence status, discussed here: eulawanalysis.blogspot.com/2018/12/uk-cit…

Would pay out EU funds to UK beneficiaries (ie farming, regional funds, Horizon) as long as UK paid its usual contribution into 2019 EU budget. Needs unanimous vote for approval.
