1. This story highlights at the least, gross failure, incompetence, or worse, for Canada's anti-money laundering system. The 2012 Fintrac report says that Jin was an "extreme risk" to Canada's financial system, and it was known he was providing cash to Chinese VIP gamblers.
2. But Jin's activity continued in BCLC casinos unabated. He continued to provide cash and chips to Chinese high-rollers that BC officials knew, or should have known, were connected to transnational organized crime. Canada's gov't knew from 2012, based on the Fintrac reporting.
3. BC Lottery Corp. knew that Jin's activity continued after 2012, based on the records, and they knew the connection to shadowy patrons coming to BC from China. How did they respond? They RAISED betting VIP limits to $100,000 in 2014.
4. As critics raised alarms in 2015, River Rock executive Robert Kroeker defended VIP bulk cash transactions, saying money laundering was not occurring at River Rock. biv.com/article/2015/0… But we now know, Kroeker was warned about Jin and bulk cash at River Rock in late 2014.
5. But while Kroeker was defending RR AML security in 2015, Jin's alleged bulk cash deliveries to VIPs continued, "in areas visible by surveillance". Kroeker was responsible for RR corp. security and compliance. He posed in front of surveillance cameras.
6. In 2015, Kroeker left Great Canadian, to become an executive for B.C. Lottery Corp. and he remains in that position. Did he continue to have the mindset money laundering could not occur at River Rock, and their AML was great?
7. We won't get sufficient answers without a public inquiry.
