1/ Article V, Section 16 of the Virginia Constitution provides the order of succession to the office of the governor. law.lis.virginia.gov/constitutionex…
2/ If the Governor resigns, and the LG resigns, then the AG becomes governor. That much is straightforward. It isn't clear what happens if the Lieutenant Gov resigns while the Gov is still in office. As far as I can tell, the Governor can't appoint a replacement LG.
3/ In other words, a Governor could serve without a LG. By way of analogy, before the 25th Am, several US Presidents have served without a Vice President. forgottenhistoryblog.com/18-american-pr…
4/ Virginia seems to adopt the pre-25th Amendment approach where the Governor can serve without a LG. Please correct me if I'm missing something. This analysis is tentative.
5/ Article V, Section 7 appears to give the Governor plenary power to appoint all offices, including the LG. The legislature does not appear to have any role in this process. H/T @derektmuller

Another relevant data point: A statute provides that President Pro Tem serves as Lieutenant Governor when that office is vacant. law.lis.virginia.gov/vacode/title24… Does this specific statute supplant the Governor's general authority to fill vacancies?
