Analysis on this: I have no dog in this fight; like many Democrats, I'm still at the "let a thousand flowers bloom" stage. But this is super tricky area of the law around the Secure Communities Act and its variants. We struggled with it at DHS. 1/
You can take position that "no local law enforcement should ever be used for immigration purposes." That is sanctuary cities theory. And it has appeal. At the other extreme, and common in the 2000s, was to utilize local law enforcement to report ANY immigration violations. 2/
In between those two, it appears, was Harris and mayor (and many others, including the Obama Administration) which was that for certain classes of felonies, it was more destructive to immigrant communities to let those accused back into the community. Misdemeanors got a bye. 3/
So, idea here is that you limit the notifications between local police and ICE to only "felony" counts. That seems to be where Harris was. You can disagree with it (or even notion that juveniles fall into that pool) but it was seen as a middle ground between ALL and none. 4/4
